Summary
Washington County is seeking strategic guidance from a consultant to lead the development of a systems analysis of tools, structures, and strategies used across departments for the development of a comprehensive approach to data equity across ARPA-funded programs and projects. The scope of this project is to provide an assessment of the current state of data equity in County structures and advise on best practices for data equity in ARPA program implementation and evaluation. Data equity strategies implemented as a result of this project within the ARPA portfolio will be considered as pilots for potential future data equity strategies within Washington County.
Background
The American Rescue Plan Act of 2021 (ARPA) is providing State and Local Fiscal Recovery Funds (SLFRF) for state, local, territorial, and Tribal governments for immediate COVID-19 response, public services, economic stability for both individuals and businesses, and addressing disparate impacts of the pandemic. Washington County is a direct recipient of ARPA funds, with half of its $117M total received in 2021, and the second expected in mid-2022.
The Federal Congress and U.S. Treasury created and allocated these funds to ensure local governments can respond to the public health and economic impacts of the pandemic with special attention on addressing disproportionate impacts to marginalized populations. In alignment with federal guidance, Washington County has committed to centering racial equity in the use of ARPA funds. Combined, ARPA’s nationally historic intervention for pandemic recovery and Washington County’s pre-pandemic momentum and strengthened commitment to equity call for a strategic approach in evaluating investment impact. Washington County has identified a strategic opportunity in developing a comprehensive approach to data equity in program evaluation for ARPA wherein data structures and outcome evaluation can positively impact communities beyond the ARPA expenditure period.
Washington County’s 605,036 population, the second largest county in Oregon, is among the state’s most diverse, including the state’s largest county population of Latino/Latina/Latinx community members and the highest percentage of Asians and Pacific Islanders. The county is home to a thriving high-technology industry, sometimes referred to as the Silicon Forest, as well as world leaders in sports and recreational apparel and a long-established agricultural sector.
Washington County is a home-rule municipality operating under the council-manager form of government. The five non-partisan elected commissioners appoint a county administrator to serve as the chief executive of the organization. The chair of the board of county commissioners is elected at-large while the four other commissioners are elected from districts. All commissioners are elected to serve four-year terms.
County services are made possible through a workforce of approximately 2,300 full-time equivalent (FTE) employees. The county’s budget for fiscal year 2021-2022 is $1.4 billion, of which $333.9 million is general fund.
