VTA seeks proposals (each, a “Proposal”) from qualified firms (each, a “Proposer”) to provide professional services for a Utility Management System and Services(UMSS) (“Services”). Santa Clara Valley Transportation Authority (VTA) spends over $8 million annually on utilities (i.e., electricity, natural gas, propane, water, and solid waste) excluding vehicle fuel. VTA receives a monthly average of over 400 utility bills from 19 vendors. Included in the utility billing is a consolidated bill for VTA’s traction power substations (for the light rail system) that includes approximately 30 meters on one statement and requires special processing. VTA also has bills for summary accounts that include numerous meters on one bill with different billing period start and end dates.
