Overview
Summary
The purpose of this request for statement of qualifications (RSQ) is to select the most highly qualified firm(s) to provide the requested services. It is anticipated that multiple firm(s) will be awarded a basic contract to provide the necessary services for a period of three (3) years exercisable at the option of the County.
Authorization for performance of services by the selected firm(s) under the basic contract shall be in the form of written task assignments signed by the firm, executed and issued by the County. Each project shall be negotiated at the time of the development of the scope of work. Each task assignment shall describe the services required, state the commencement and completion date of work and establish the amount and method of payment. The task assignment will be issued under, and incorporate the terms of the basic contract. The County makes no covenant or promise as to the number of available projects or that the firm will perform any project for the County during the life of the basic contract. The basic contract does not authorize the performance of any work or require the County to place orders for work. Expiration of the term of the basic contract will have no effect upon task assignments issued pursuant to the basic contract and prior to the expiration date. Obligations entered therein by both parties shall remain in effect until completion of the work authorized by the task assignment.
This solicitation is made in accordance with the provisions of Chapter 287.055, Laws of Florida, known as the Consultants’ Competitive Negotiation Act (CCNA).
Background
The County of Volusia is seeking the services of professional consultants to provide communication systems engineering. The scope of services shall consist of, but not limited to:
- Furnish guidance, investigation, study, design, and inspection for projects related to existing and proposed communications, audio-visual, and security systems.
- Prepare plans, specifications, construction documents, cost estimates, engineer’s reports, review of bids, and preparation of recommendations for award; and to provide periodic inspection services, if required.
- Engineering services, as needed, to design or modify new and existing communications systems, including plans, specifications, and construction management, as needed.
- Construction review, construction administration services and construction management, as needed.
Services will be required as they pertain to specific projects. The County reserves the right to request additional related services, if required. Construction projects will vary in size, type of construction and style and may include new construction as well as renovations and/or additions to existing structures.
Services requested may include, but not be limited to:
- Building access (security) systems
- Fire Protection systems
- Video surveillance
- Network infrastructure upgrades
- Inter/Intrabuilding connectivity upgrades
- Parking system upgrades
- Power generation engineering services
- Telephone system engineering
Vendors shall meet any and all security requirements for any specific project, if deemed necessary by the County Project Manager. This may include background security clearances.
Note: This RSQ does not include communication engineering services for 800 MHz or land mobile radio networks. Land Mobile radio engineering services are handled under a separate solicitation.
