Tuolumne County Behavioral Health highly recommends that the proposal package, including the budget, be submitted in one document. "Proposals are to be straightforward, clear, concise and responsive to the information requested. In order for proposals to be considered complete, proposers must provide all requested information." Thank you for your questions! Tuolumne County Behavioral Health’s current contractor for Native American Outreach & Engagement Services is Tuolumne Me-Wuk Indian Health Center. Tuolumne County Behavioral Health is the responsible party for the contract. The overall Mental Health Services Act Prevention and Early Intervention funds are distributed by the State of California for local Behavioral Health departments to contract out for.

No, there is not a maximum funding amount for the RFP-2023-0006: Native American Outreach & Engagement Services. Tuolumne County Behavioral Health will require that the Proposal Budget justifies all costs related to the Scope of Services, as described below. Proposals must include a fee or rate sheet that details: • Administration cost • Staff time • Material costs • Travel costs • Any other anticipated costs Scope of Services: Submit a copy of your organization’s contract template. If the template does not address all the required elements below, please also submit a written narrative to address the missing elements only. A. Provide a complete list of services, describing how these services will address the requirements listed in the Scope of Services of this RFP. B. Describe how you will approach providing services listed in the Scope of Services of the RFP. C. Describe how your organization will integrate with the Behavioral Department, collaborating with staff in providing feedback for general assessment, planning, follow-up linkage. D. Describe your agency’s ability to perform Native American outreach and engagement services. E. Describe how the proposed services will ensure continued compliance with all applicable laws and regulations. F. Describe how your agency will comply with the reporting requirements/outcomes. Staffing and Organization Provide a staffing plan for meeting the requirements described in the Scope of Services of this RFP. Describe how you will provide back-up to staffing positions during absences. In the evaluation process, budget is evaluated at 30% of the overall proposal.

Tuolumne County Behavioral Health would require a budget for the full length of the contract, two years. If a third year budget is not provided the contractor would be obligated to complete the third year budget before the third year amendment was completed. This third year amendment would be conditional on Tuolumne County Behavioral Health and the contractor agreeing to the new budget with the proposed amendment to the contract.

It will be at the discretion of Tuolumne County Behavioral Health to determine whether or not these activities (listed below) will be held in-person or virtually. Awarded applicants will also be mandated to have a representative present at the following activities: • The monthly Tuolumne County Behavioral Health Community Cultural Collaborative • The MHSA PEI Contractors’ Forum with all PEI awarded contractors • The monthly Tuolumne County Behavioral Health Quality Improvement Council • The annual TCBH PEI Contractors’ Fair Awarded applicants will also be mandated, per fiscal year, to: • Attend a minimum of two Mental Health Coffee Talk events at the Tuolumne County Enrichment Center • Attend a minimum of two community stakeholder meetings for TCBH’s ongoing MHSA Community Program Planning Process (CPPP) • Submit one written article to highlight its specific PEI contract for publication in the bimonthly Tuolumne County Behavioral Health Newsletter • Participate in the distribution and collection process of MHSA CPPP outreach surveys to its identified unserved and/or underserved targeted populations • Pick up and distribute outreach materials annually through TCBH’s inventory of Mental Health Month (May) and Suicide Prevention Awareness Month (September) to its identified unserved and/or underserved targeted populations

SCOPE OF SERVICES The awarded applicant will have the following responsibilities/duties: Address the underserved Native American populations by providing prevention, early intervention, outreach and engagement services to unserved and underserved families, individuals, secondary school aged children, and transitional age youth (TAY).
