No, there is not a weighted scale in the decision making if the offering is not through OMNIA Partners. As indicated in the Solicitation, the criteria is listed in relative order of importance. The City has partnered with OMNIA Partners for this Solicitation and the intent is to award to supplier(s) who meet the Solicitation requirements. As stated in B.2. Background, National Contract Requirements, participation in the OMNIA contract is encouraged but not a mandatory requirement.

Please refer to Section 9. I. EVALUATION PHASES, 1. Method of Approach, 3. General Requirements, D. Sample Container(s), 1. Sample Container(s) shall be shipped complete, but with the axles and wheels unassembled.
