The State Universities Retirement System (“SURS” or the “System”) is soliciting competitive bids from qualified vendors to provide assistance in identifying, reporting, preparing, and filing claims for settlements in non-traditional investment-related matters and in investment-related litigation matters other than traditional securities litigation (e.g., bankruptcy, antitrust, SEC Fair Funds and Disgorgement Plans, etc., and other claims not handled by SURS’ custodial bank). The selected vendor(s) will ensure that SURS files timely claims to protect its right to recover its pro-rata share of proceeds in these matters.
This is a new RFP, with the contract(s) estimated to start July 2025 for an initial three-year term, with the option to extend for two additional one-year periods. SURS can benefit from external support that will efficiently track, monitor, and process claims related to settlements in non-traditional investment-related matters and in investment-related litigation matters other than traditional securities litigation. The objective is to maximize recoveries by ensuring that no applicable settlement opportunities are missed.
This RFP is not seeking securities litigation monitoring services for traditional securities losses as that work is handled by current SURS vendors.
SURS’ custodial bank currently files claims for SURS in traditional, domestic securities matters. This RFP is seeking a vendor to monitor and report to SURS on any other claims for which SURS may be eligible for recovery and make the necessary filings in a timely manner.
A Responder’s preparation and submittal of a proposal or subsequent participation in presentations or contract negotiations creates no obligation on the System to award a contract or to pay any associated costs. All proposals and related materials will be retained by the System and will be subject to disclosure as required in accordance with the Illinois Freedom of Information Act (FOIA).
