The Sacramento Housing and Redevelopment Agency (SHRA) is soliciting proposals for consulting services from individuals or firms with expertise and understanding of the U.S. Department of Housing and Urban Development (HUD) as it relates to the development of a Five-Year Consolidated Plan for the City of Sacramento and County of Sacramento (Consortium) for a total of two Consolidated Plans and two first-year Action Plans.  The County Consortium includes the Urban County and the cities of Rancho Cordova, Citrus Heights, and as Agreement Cities Folsom, Isleton, and Galt.  SHRA receives and administers annual Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Person with HIV/AIDS (HOPWA) allocations directly from HUD on behalf of the City and County of Sacramento.  HOPWA is the City of Sacramento's entitlement for the County of Sacramento and all cities within the county, and the Counties of El Dorado, Placer and Yolo.  The proposal will highlight the consultant's capability to develop two five-year Consolidated Plans that will establish goals and strategies for housing and community development in the City of Sacramento and County (Consortium) of Sacramento for 2025-2029.

The selected consultant will also assist with other tasks related to the Federal Programs Division which includes but limited to reviewing and revising the Federal Programs Division processes and policies, updating the Citizen Participation Plan, annual Action Plans, and annual reporting.  In addition to CDBG, the consultant may also review HOME, ESG, and HOPWA documents and processes. 

Respondents must have a minimum of three years of direct experience in the last five years in developing a Five-Year Consolidated Plan that has been accepted by HUD.  Respondents must be in good standing with the State of California and not on the Federal Debarment list.

The target start date for the proposed services is November 6, 2023 and term of the contract is up to five years.  Tentative schedule for development of the Consolidated Plan is as follows and must be addressed in the Respondent's submission:  Final draft of the Consolidated Plan must be completed by July 31, 2024, with the 30-day public comment period beginning August 1, 2024, chosen respondent will have final draft and provide presentation to governing bodies on or before October 2024.  The Consolidated Plan is due to HUD on or before November 15, 2024, and submission of the Consolidated Plan and Action Plan to HUD is subject to allocation of funds by HUD for the 2025 Action Plan year.
