It is very rare that this would happen but under the right circumstances it is possible. See ITB, section 8.30 Women and Minority Opportunities and section 1.2 Pool Contracts. It was also stated in the Pre-bid meeting that departments are highly encouraged to use WMBE's however, due to the circumstances of each individual order, time constraints and vendor location, departments may choose a non-WMBE vendor.

This cannot be answered at this time. The number of vendors awarded a contract depends on the number of bid responses and the number of vendors who are compliant with the bid requirements.

City of Seattle rarely purchases off the contract (5.4). And they can add vendors during the 5+2 year period (5.4 & 5.5) these two things have never been acceptable to the City of Seattle, why now? and what will that process be for new vendors during the contract, and will current contracted companies be notified prior? In the ITB section 5.4, relating to the terms of the contract it states that there is no guarantee that the departments will utilize an awarded contract for reasons of their own. In the ITB section 5.5 states that there is a possibility that items may be added to the contract if those items are within the scope of the original contract language. It does not state that other vendors may be added to the contract.

Yes. Replace with the following. 5.9 For pool contract awards, City departments may request quotes from one or more contract vendors in the pool. Vendors must issue quotes using unit prices in the contract. The City Project Manager shall describe to the companies the following information; description of work, date work must start and /or be completed by, special materials, parts, or equipment needed to complete the work, Location of the work, Time and date the quotation is due, Name, phone and fax numbers, of the City Project Manager, Other special information required to successfully perform the work. Firms shall respond before quotes are due. Firms who cannot quote are asked to reply back with “no bid.” If multiple quotations were solicited, the City Department will award to the lowest responsive quote and notify others not selected. A purchase order number shall be provided to the selected Vendor. After inspection that approves the completed work, the Vendor will invoice using the departmental purchase order number.

ON BID FORM: 1. #44-47 – Shouldn’t the Unit of Measure be PER SHEET for drilling? If not, how many sheets would you estimate each document to be? 2. #55-61 – is this section COLOR or BW printing? 3. #72 – does this refer to 3/16” or 1/2" Gator Board? 4. #73 – what mm of Sintra does this refer to, 3mm or 6mm? 5. #88 – Is the cover printed in Color or BW? 6. #95-96 – I’m not finding Eco Board, Eco Mondi, or Eco-X Board – I thought these were discontinued and that Falcon Board is the Biodegradable fiber board on the Market? 7. #95 – Should this be 1/4" (or 3/16”) since #96 is 1/2" and 3/8” is very close? - Jul 15 2024 at 2:52 PMCity of Seattle

No. Individual departments will provide their own graphic design and digital documentation.

See item #6. It is not expected that the City will be adding vendors to this contract after the award. The City would only do this if the response to the original bid was minimal and responsive vendors were non-compliant. The City can not determine that until bids are received and evaluated.

We would be interested in discovering the City of Seattle's plan to execute the new contract(s) on what date & month in 2024 or are you planning on stretching the current contract into 2025 as the continued extension of 5 contracts (2763, 2765, 2053, 3593, 3569)? All the contracts mentioned in your question expire 08/28/2024 and will be terminated once this current ITB has been awarded. There will be no further extensions. New contracts will be awarded and implemented within 5 - 7 days after the intent to award letter has been sent.
