Summary
The City of Seattle is seeking Proposals for a Mobile Parking Payment Service, to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/seattle, no later than 2:00 pm on Tuesday, June 24, 2025.
The services procured in this RFP consist of qualified vendors to provide mobile parking payment services that enable customers to pay for on-street public parking and commercial load zones via mobile device and other web-connected services.
Background
The Seattle Department of Transportation (SDOT) parking system currently completes approximately 9 million transactions per year via credit card, coin, and mobile application, and we have one of the largest, most complex on-street paid parking systems in the country. Almost 80% of these transactions are currently completed via mobile payment. At a minimum, SDOT is looking to maintain current level of use of mobile parking payment while also looking for opportunities to increase usage and innovate on our rate update/management process and providing parking regulatory information to the parking public. Currently, mobile payment is 75%-80% of all annual paid parking transactions.
Through this procurement process, SDOT intends to award a contract with one Vendor for a 3rd -party, commercially viable mobile parking payment solution, with PCI compliance established and tested and working data integrations as laid out in the RFP, when service commences.
