Background
SMF opened in 1967 and is the only commercial service airport in the County. SMF is a Part 139 medium-hub airport and handled nearly than 13 million passengers in calendar year 2023, in addition to serving cargo and general aviation users. Due to significant growth over the past five years, demand at SMF now exceeds capacity in peak periods for gates, the automated people mover (APM), automobile parking, facilities for transportation network companies, rental car facilities, and roadways. To address these needs, SMForward’s major program elements include the listed large-scale capital projects above in addition to the construction of a new pedestrian walkway between Terminal B and Concourse B (SMForward Program). While the Department has brought in external firms to provide planning, architectural design and engineering technical services, executive oversight, and program management for the SMForward Program, it also needs assistance with the administration and implementation of the CWTA between the County, the Sacramento-Sierra’s Building and Construction Trades Council (Trades Council), the local unions listed in the CWTA, and contractors at all tiers selected to perform work on the SMForward Projects.
