The Department seeks the services of a CMIS firm for the SMForward Program reporting directly to the project team through the Department and Executive Program Management (EPM) firm.

The CMIS firm may provide the construction administration, construction management and inspection services for the following projects:

- 1. 1. New Pedestrian Walkway (CMAR Delivery)
    2. New Terminal B Parking Garage (Design Build Delivery)
    3. New Concourse B Expansion (CMAR Delivery)
    4. Consolidated Rent-A-Car (Delivery method being evaluated)

The CMIS Contractor may also be tasked with providing services on an as-needed basis for the following projects:

- 1. 1. 1. Terminal A Exit Roadway Realignment (Design-Bid-Build Delivery)
        New Consolidated Ground Transportation Center (Design-Bid-Build Delivery)
        Terminal A Expansion (CMAR Delivery)

The following scope of services is a general description of the range of services anticipated to be provided by the Contractors. The specific scope of services for each project will be developed with the selected respondent.

Development of construction management plan, management policies and procedures including but not limited to resource management, organization, roles & responsibilities.

Development and oversight of construction management policies and procedures including but not limited to risk management plans, safety training and safety management plans, QA/QC management Plans, FAA Construction Reports, and Construction/Operations coordination including maintenance of operations and shut-down requests.

Preconstruction review of delivery methods, contract documents, and permit requirements.

Appropriate CMIS construction management staff shall attend weekly or regularly scheduled progress meetings between the Contractor, Department and County staff, EPM staff throughout the construction project. The CMIS construction management team shall prepare agendas and minutes/status reports for all weekly and other meetings.

Provide staff to coordinate and participate in construction-design coordination and change management. Provide administrative support functions to ensure all team members have current and accurate information.

Provide full time or part time inspection to ensure construction activities are fully compliant with contract documents and change management procedures through on-site work verification, preparation of daily construction activity reports using project management information system (PMIS) platform provided by the EPM and change order review to establish merit. This task also includes monitoring compliance with all environmental requirements including Stormwater Pollution Prevention Programs (SWPPP) and similar requirements.

Provide typical construction administration services such as but not limited to process contractor submittals, process request for information (RFI), field instructions (FI’s), project schedule review, review and recommend progress payment requests, conflict resolution, and contract change orders.

Provide recommendations for compliance, non-compliance, and approval of work based on field observations and contract documents. Coordinate with parties who have an interest or role in the project including but not limited to the Designer of Record (DOR), Subject Matter Experts (SMEs), Authority Having Jurisdiction (AHJ), Tenants/Users. Facilitate and participate in approvals for Designer of Record (DOR) acceptance, and coordinate with the AHJ, tenants and Operations for final inspections and permit compliance.

Provide Special Inspections such as but not limited to welding, structural steel, piling, and confined space for compliance with the building code and requirements of the AHJ. Sacramento County Building Permits and Inspection Division (BPI) has a list of approved special inspection service providers. If special inspection provider is not on the approved list, please contact BPI for approval.

Provide administrative staff for all document management, business processes, and coordination in the PMIS platform provided by the EPM including tracking workflow and coordination to maintain accurate and up to date project records.

Provide commissioning and activation services related to the project as needed during and after project completion.

Provide completed work quantity and cost acceptance, final project substantial completion and support to Board acceptance, and project/agreement closeout.

Provide Building Plan Check and Permitting services on an as-needed basis to assist the County Building Department with heavy workload to expedite the processing and delivery of projects and services for SMForward.

The best qualified CMIS firm/team will introduce key staff able to serve the Department and EPM in a consistent, yet adaptable, and efficient manner. The qualified Contractor will be required to obtain security badges for key staff to be working within the Department’s Program Management Office, SMF terminals, on the SMF airfield secure area, and within tenant leaseholds, and may be required to escort visitors and drive on the SMF airfield for the duration of the Contract.
