Question: Can you expand on the definition of supply partner?
Response: Supply partner is the lead on purchasing, storing, distributing and coordinating supplies for those that need them. Must describe in Section 8.3 and in budget doc complete Supply Partner tab (as well as other areas of need for the budget).

Q: I would like to verify that we are only doing addendums that are in the portal?
A: For this stage of the RFQ, the only addendums providers need to complete are those that are in the portal.
Q: How much notice would you get before activating?
A: We received feedback from the community listening sessions in advance of posting this RFQ that we need to assess and build in ramp up and ramp down as it relates to the activation criteria. This feedback will be taken into consideration as we work with providers to operationalize the RFQ.
Q: Is the County looking for additional shelter beds to go alongside current shelter programming?
A: Questino 9.6 in the vendor questionnaire asks: "For example, within the cost you have submitted per guest per night the level of service you are providing is case management, re-housing services, etc." We are interested in utilizing the existing service-rich infrastructure available in many shelters to scale up during seasonal periods and support additional bed capacity.
Q: Are there safe camping sites in Sacramento?
A: The City of Sacramento has supported a Safe Ground at W/X and more information on that project can be found here. In addition, First Steps Communities also operates another Safe Ground in partnership with the City of Sacramento, find more information here.
Q: Does it have to be 25 people at one time for the warming and cooling centers?
A: The previous language had been 100 at one time. We wanted to make it more accessible so we scaled it down to 25. Our top priority is geographically accessible locations with community partners who have strong relationships and a track record of working with persons experiencing homelessness. If your organization has a creative approach to meeting the overall goal of this program area, we recommend you still apply and we will dialogue after receiving your application/idea.
Q: What are your activation thresholds?
A: The activation thresholds are currently being assessed.
Q: Does the County give guidelines on what you would want folks to have in stock as a supply partner?
A: In the RFQ we note "These supplies may include items such as water, tents, tarps and other survival resources." This is a new program area and we expect to work in partnership with the community based organization that is awarded this program area to build out more specifics.
