There is no engineer’s estimate, this is a letter of interest process where we are seeking to see what organization’s may be interested in the scope of services described. As noted in the description, we are seeking interest from qualified organizations interested in operating a low barrier, scattered site interim 24/7 shelter program for persons experiencing unsheltered homelessness.

Hi Jeanne, great question! So in the Overview Section which may be tricky to find on opengov as it's not on the main page, it breaks down the 2 program areas in additional detail: In the second bullet below it outlines "utilize properties...located and secured by the provider." So to specifically answer your question, for providers that are selecting interest in the shelter operations area, we are looking for the provider to locate, secure and operate the low-barrier, scattered site shelters. From OpenGov: "Program Area 1, Shelter Operations - Through a scattered site, shared housing approach, the program will offer flexible, low barrier accommodations for up to 155 guests at a time (with the potential to expand capacity at a later time) and will be inclusive of partners, pets and possessions. - Utilize properties, zoned residential or for use as an emergency shelter, located and secured by the provider."

Great question! So this is an LOI process where we are not getting into budgets as a part of this process specifically. However, should we do an RFP to follow-up this process and get into budgets then yes typically a significant amount of a providers budget is to support their staffing and operations. So we would be responsible for finding the properties for the shared housing correct? That is if we want to provide that service. Can we look at foreclosures, or do they need to be rental units by a single owner? And if they are rental units, who will pay the owner for the use of their home? And who will contract for power, water, garbage, utilites etc... Is deposit covered with the rental payments? Thanks for your question Patricia! If you are indicating interest in Program Area 1, Shelter Operations, then yes you would be responsible for bullet point number 2 under that program area “Utilize properties, zoned residential or for use as an emergency shelter, located and secured by the provider.” We are open to creative solutions that shelter operators come up with and recommend that you include some information around what you are considering when you submit the LOI. To date, the shelter operators that we have worked with have had direct leases with landlords that are inclusive of power, water, garbage, utilities, etc. In Program Area 1 for shelter operations you would be the facilitator of a shared housing approach of flexible, low-barrier accommodations for up to 155 guests at a time inclusive of partners, pets and possessions.

At this time County, State, or Federal funding cannot be used to purchase sites. A Contracted Agency can own their own sites and homes are provided for this program, but those sites are purchased by the Contracted Agency, separate from the funding provided for this contract. Specific future funding might allow for the County to own scattered sites but at this time it is not an option for this low-barrier shelter program.

I had technical difficulties entering the Zoom Meeting, and only got in just as they were wrapping up in the last few minutes. I was able to ask the presenter if a recording would be available, and he said it would. However, I have not received anything and I do not see the recording in this portal. We don’t have a recording available from this meeting but it highlighted everything in the project documents (introduction and overview). The other responses in the Questions & Answers section provider further details to other questions that were asked during the meetings. Please review those questions, responses, and submit any further questions that you might have to the County of Sacramento through OpenGov. You may also submit a vendor questionnaire in Project Documents if you or your agency are interested in a low-barrier shelter program with Sacramento County.

At this time there is no anticipation of start date or implementation of the program. This is an initial submission of interest for any Community Based Organization, Agency, or Provider to submit. After the review of all interested organizations and agencies, the County will assess the next steps in communication to those agencies that are interested. If the County were to proceed with any bidding process, then a Request for Bid Proposal would be posted and that would list specific timelines and start dates.
