Summary
The City of Richmond (“The City”) is soliciting proposals to establish a contract through competitive negotiation for the purchase of Electric Vehicle Supply Equipment (EVSE) hardware, software, and related installation, maintenance, and warranty services to support its RVAgreen 2050: Climate Equity Action Plan 2030 (“The Plan”). The City is seeking a contractor to provide Level 2 chargers, ensuring that our infrastructure meets current needs. Additionally, we encourage the exploration of the potential for the City to incorporate Level 3 chargers in the future, aligning with our commitment to advance electric vehicle adoption and enhance the community's sustainability efforts.
Background
In February 2023, the City Council unanimously passed the RVAgreen 2050: Climate Equity Action Plan 2030 Resolution, which established ambitious goals for reducing greenhouse gas emissions across Richmond. The Plan aims to achieve climate neutrality in municipal fleet operations, promote alternative transportation options, and enhance the resilience and management of transportation infrastructure. Key goals include:
- TM-1.3: Municipal Fleet Electrification: Electrify Richmond's fleet of vehicles and equipment.
- TM-3.1: Private and Commercial Vehicle Electrification: Facilitate the transition to electric vehicles across the City.
- TM-3.2: Charging Infrastructure: Support the equitable and geographically distributed expansion of publicly available charging stations.
Additionally, the Plan mandates the development of a climate resiliency strategy for transportation infrastructure, prioritizing projects aligned with Envision and the Climate Equity Index.
The City’s Office of Sustainability oversees the Plan's implementation, which spans over 200 municipal facilities, including offices, warehouses, storage spaces, parking areas, vehicle maintenance facilities, communication towers, and public safety installations. Currently, the City operates more than 14 EV chargers. However, the City faces challenges in transitioning its fleet to electric vehicles due to inadequate EV charging infrastructure.
