There is a substantial amount of public data about the City’s assets at http://www.wprdc.org. However, firms should understand that an ADA Self-Evaluation specifically analyzes the accessibility of facilities, public right of way, parks, and other physical aspects of the City only insofar as they impact its programs, services, and activities. While square footage, mileage, and other metrics are reasonable criteria to account for in writing a proposal, there isn’t necessarily a direct correlation between size of an asset and what the firm will be measuring. A key part of the Self-Evaluation process will be for the firm to help determine size, scope, and phasing of barriers and their removal.

Clarification re: Question #1: Public sidewalks serving publicly accessed facilities would be included in the Self-Evaluation process. In addition, there is precedent set by the Department of Justice requiring cities to maintain its sidewalks so that they are accessible to individuals with disabilities. Priority is given to walkways serving government offices, transportation, places of public accommodation, and employers, followed by walkways serving other areas. To provide an accurate and comprehensive fee proposal, knowing the scope of public sidewalk assessment is critical. One option is for the consultants to include a specified mileage of public sidewalk assessment in the proposals. For example, 100 miles prioritized in coordination with the City. Additional sidewalk assessment can then be determined at a later date with associated fees. Several of the terms refer to construction work and the bidder/contractor's responsibilities to manage the construction process and site (see, for example, paragraphs 1.26, 1.31, and 1.32B). The terms also now require bid, performance, and payment bonds (paragraphs 1.45 to 1.47), which in our experience usually relate to construction projects. Could the City please clarify whether and how those terms apply to the scope of work under this RFP. Terms relating to the construction process and site do not apply in this situation. All bonding requirements, however, are being required for this project. Requiring a bid bond, as well as performance and payment bond for the awardee, ensures the City's compliance with all terms for Federal awards, such as ARP or Community Development funds. Bidders should expect to upload a copy of the bid bond during the submission process, and must mail in the physical copy of the bond to: City of Pittsburgh, Office of Management and Budget 414 Grant Street, Suite 502 Pittsburgh, PA 15219 All bid bonds will be returned to applicants after the solicitation process is closed.

Section 3 is only applicable if any construction-related work would be done under this contract. It's required to prove those employees were paid the applicable prevailing wage.

With reference to Q&A #25 instructing offerors to submit a fixed, but negotiable cost proposal that addressed the full scope of the project. . . The scope of work for physical surveys has not been precisely defined at this point regarding exterior and pedestrian routes or facilities to be assessed for ADA compliance. Our fee is based on assumptions and we assume there will be changes based on the program self-evaluation process once the project is underway. No. The City does not operate any public transportation. That is managed by the Port Authority of Allegheny County.
