Background
The County is seeking to retire its current on-premises primary ERP solution (Oracle E-Business Suite) and replace it with a modern cloud-based (SaaS) solution. As a part of this transformation, the County is seeking information from experienced and reputable vendors in the field of enterprise resource planning (ERP) solutions proven in the local government public sector environment. The current County ERP solution supports approximately 3,200 employees across multiple constitutional offices, appointing authorities, and various critical County functions.
Implementing an Enterprise Resource Planning (ERP) system is a significant undertaking that requires careful planning and execution. The Pinellas County ERP software system has many stakeholders with varying needs and requirements outlined herein. It is imperative to follow an approach that enhances our chance for successful project execution and delivers an optimal solution, balancing the implementation cost, efficient use of strained staff resources, and targeted budget resources. All this must be done in a practical timeframe, ultimately minimizing the County's overall risk and meeting our overall objectives, which circle around a user-friendly experience. High level objectives include:
- Procure and implement a modern technology platform with a support services model that can integrate easily with a variety of business systems, providing efficient and cost-effective technologies for the long-term future.
- Streamline full, complete business transactions using best practices to reduce bottlenecks and increase service and transaction completion times.
- Automate transactions, workflows, and approvals, eliminating manual emails and document/response tracking.
- Minimize redundant data entry while capturing and sharing all data central to the organization at the earliest point for decision-making, drill-down research, and reporting.
- Minimize paper documentation and automate record retention policies
- Provide self-service portals to employees, supervisors, vendors, suppliers, customers, and constituents, allowing for single data entry, registration, and access to information.
- Provide data dashboards and analytics for real-time reporting and performance monitoring of all business processes.
