Pinellas County Safety & Emergency Services Department’s Financial Services Division is seeking ambulance services billing software to replace existing software to improve our ability to efficiently submit claims to the following entities:
- Commercial Insurance - 13.78%
- Medicaid - 11.86%
- Medicare - 59.73%
- Customer Invoice - 9.77%
Using both mail and electronic delivery while maintaining HIPAA compliance.
Pinellas County is ready to implement a new ambulance services billing software system to streamline billing functions for the claim management, account management, and reporting functions with a five-year contract with two three-year extensions. A successful ambulance services billing software company will offer improved and/or new functions to improve efficiency and information sharing.
Background
The Pinellas County Safety and Emergency Services Department includes ambulance services under the trademark name Sunstar. Sunstar ambulance services is run by our third-party vendor, Paramedics Logistics. Our ambulance program serves the entire county of nearly 1M people with emergency, non-emergency, and mental health medical transports as well as standby services for special events. We offer ambulance services memberships to the citizens to help defray out-of-pocket expenses. The transports are billed to Facilities, Insurance Providers, Medicare, Medicaid, Private Air Ambulance services and private citizens that use our services.
We have a mix of County based medical billers and outsourced medical billers through another third-party vendor, EMS Management & Consultants (EMSMC), to process our large volume of claims.
Sunstar ambulance services run by Paramedic Logistics performs a high volume of transports each day. Claims are produced using a variety of tools from disparate sources. Data is manually transferred from 2 different Computer-Aided Dispatch (CAD) software systems and our electronic Patient Care Reporting (ePCR) product used in the field to produce claims in Zoll RescueNet. We process approximately 500 (emergency and non-emergency) claims a day with total collections exceeding 80 million dollars annually.
