Summary
The purpose of this Request for Proposal is for Pinellas County Government (County) to acquire comprehensive disaster recovery and emergency management services on an as-needed basis. The County seeks proposals from qualified firms to assist in strategically managing the project development and administration of various Federal and State Disaster Programs related to declared emergencies and disasters during the contract term. Such programs may include, but are not limited to, FEMA Public Assistance (PA), FEMA Hazard Mitigation Program (HMGP), HUD Community Development Block Grant Disaster Recovery, and the Federal Highway Emergency Relief Program. In addition, the awarded firm may be requested to provide project development and grants management services for any existing, open disaster recovery efforts. Direct experience with governmental agencies in Florida is preferred. The County is also seeking assistance in preparedness and response operations including but not limited to assistance in the Emergency Operations Center (EOC) during an activation, documentation and expenditure tracking, and pre-event preparedness support.
