2.1. Procurement Documents and RFP Holder's List
PROPOSERS WHO REGISTER AND DOWNLOAD RFP DOCUMENTS will be automatically added to the FOLLOWER'S list in the County's eProcurement Portal. Notifications for RFP updates, addendum and other RFP information will be sent to all who register on the Pierce County eProcurement Portal.
2.2. Procurement Questions
All questions must be submitted within the County's eProcurement Portal, under the Question and Answer Section no later than 5:00 pm on Thursday, August 24, 2023. Proposers must be registered in the eProcurement Portal software in order to submit questions, receive addendums and notifications, and ultimately submit a proposal.
Proposals must be received by the Procurement & Contract Services Department before 5:00 pm on Monday, September 11, 2023. The proposer is responsible for submission of proposal before the deadline. The County shall not be responsible for late submittals. Exceptions will not be made for proposers who miss the submission deadline and no proposals will be accepted via email.
2.3. Expected Term of Resulting Contract
The initial contract period is anticipated to be for 12 months The County has the option of renewing for an additional One Year after initial contract is executed. The actual schedule will be negotiated with the selected organization(s) based on the finalized scope of work, funding, and services being purchased.
The anticipated funds available for this RFP are up to $540,000.00 annually. Due to the diverse needs of the many communities in need of services, Pierce County DD anticipates funding more than one organization from the pool of competitive proposals received in each investment area. Because of the limited amount of funding, there is a strong need for organizations to collaborate across systems in delivering services to Service Recipients.
The total funding amount is an estimate and allocation of funding by service types is not predetermined. Actual dollar amounts by service activities have not been allocated and PCHS encourages proposals for activities under each service type within the total anticipated funding amount. Unallocated funding may be shifted to other categories based on the focus areas and strengths of the proposals. Proposals for any funding amount for any of the service categories that align with the overall intent of the RFP are encouraged.
2.4. Submittal Instructions and Checklist
All proposals are evaluated on the completeness and quality of the content. Only those proposers providing complete information as required will be considered for evaluation. The County will not contact the organization for correction of proposals and proposers are strongly encouraged to carefully review their proposals for completeness and accuracy before submitting.
Proposers may apply to provide programs in one, two, or all service categories. If proposing on more than one service category, the proposer shall respond to each applicable categories under the Questionnaire Section of this RFP. The County will consider proposals for existing, new, and/or expanded services described in this RFP.
For proposals to be considered responsive and move to the review process, the proposer must provide responses and upload required documentation under Section 6: RFP Questionnaire:
1. Submittal confirmations and answers to each applicable question.
2. Documentation upload, per referenced Sections:
- Section 4.5: Copy of current business license.
- Section 5.3: Organizational chart and job descriptions for each position.
- Section 5.4: Most recent program monitoring or review reports.
- Section 6.1: Written accounting policies and procedures.
- Section 6.3: Evidence of credit line or cash reserves.
- Section 6.5: Projected budget for one year of services. This is Attachment A: InfoEd Budget.
- Section 6.7: Most recent financial audit or financial statement review.
- Section 6.9: Balance sheet, profit and loss statement, and statement of cash flow.
3. Acknowledgement (via the County's eProcurement Portal) of each addendum and/or notice issued under this RFP.
By submitting a proposal, proposer agrees that all documents, reports, proposals, submittals, working papers, or other materials prepared by the organization pursuant to this proposal shall become the sole and exclusive property of the County, and the public domain, and not property of the organization. The organization shall not copyright, or cause to be copyrighted, any portion of said items submitted to the County because of this solicitation.
Only electronic submittal via the County's eProcurement Portal shall be accepted. No hard copies, emails, or fax submittals are acceptable.
