Background
By special legislation in 1965, the State of Texas authorized the creation, administration, maintenance, operation, and financing of the Parker County Hospital District (District). In March 1965, the voters of Parker County approved the creation of the District.
According to the enabling legislation, the primary responsibility of the District is to provide healthcare services to indigent residents of the county; however, the scope of the mission is broad. Through the years, Parker County Hospital District services have expanded to include a county-wide emergency medical service (EMS), the operation of a Rural Health Clinic, an Outreach program that offers immunizations, and a Telemedicine program.
In Texas, hospital districts are established to ensure access to healthcare services within a specific geographic area, often serving as a vital resource for communities that might otherwise lack adequate healthcare facilities. Hospital districts are funded through a combination of local property taxes, state and federal grants, and other revenue sources. Parker County Hospital District is governed by a board of directors elected by taxpayers. The board sets policy and provides oversight of district’s operations. These districts are authorized to operate hospitals, but their scope of services can extend to various healthcare needs, including emergency medical services, mental health services, and public health programs. Hospital districts are created under the Texas Constitution and Texas Health and Safety Code.
