Summary
Purpose
The City is seeking an outreach Consultant with experience with conducting community engagement for public sector agencies for multimodal transportation infrastructure projects. The City of Pasadena is initiating several multimodal infrastructure projects and the City is requesting support for communications and public engagement for these upcoming projects. The Consultant would need experience in conducting community engagement, administering surveys, developing marketing materials, creating and hosting workshops and related events for transportation infrastructure projects. The Consultant shall have experience working with different types of community stakeholders and working in multiple languages to facilitate engagement for transportation infrastructure projects. Experience designing, creating, and hosting community workshops and similar types of engagement events related to gathering feedback and input on public transportation infrastructure projects would be necessary. The following work will be defined as Multimodal Communication and Public Engagement Support (MCPE). The MCPE will support three main projects:
- the Columbia Street Improvement Project,
- Greenways Project, and
- Pasadena Avenue and St. John Avenue Roadway Network Project,
and three smaller traffic operation focused projects:
- Traffic Signal Improvements at Orange Grove Boulevard and Holly Street, and at Orange Grove Boulevard and Colorado Boulevard,
- Multimodal Improvements on San Rafael Avenue at Linda Vista Avenue and at Colorado Boulevard, and
- Orange Grove Mobility Improvement Program.
The Consultant will support communication and public engagement for these projects through planning, design, and construction. The selected Consultant shall deliver a coordinated engagement effort for the six projects while also tailoring the support to the needs of each individual project. The three smaller projects will require significantly less communication and public engagement support compared to the three larger projects.

Success in supporting these projects means facilitating deep engagement with the community that will inform each phase of the projects. Connecting with all communities in Pasadena will be a crucial part of the support work and using innovative engagement methods to connect with community stakeholders who may not typically be able to attend traditional engagement events would be critical for success in the MCPE work product.
Background
Relationship to City Planning Documents the General Plan
The City’s Mobility Element provides the overall policy framework for the MCPE project and transportation in the City.
The MCPE by supporting various multimodal projects in the City is consistent with the Mobility Element Objective of Enhancing Livability through the following policies:
- Policy 1.7 Design streets to achieve safe interaction for all modes of travel particularly for pedestrians and bicycle users.
- Policy 1.10 Continuously evaluate the operation of the City’s transportation system to manage the speed of travel at or below the speed limit, manage queues at intersections and develop improvements to increase safety of all transportation services.
- Policy 1.11 Design Streets to reflect the mobility needs of the adjacent land use context to support healthy activities such as walking and bicycling.
- Policy 1.17 Design streets to improve access to destinations by transit, bicycle, and walking.
- Policy 1.31 Emphasize transportation projects and programs that will contribute to a reduction in vehicles miles traveled per capita, while maintaining economic vitality and sustainability.
