The selected provider will enable PWP to enhance its charging infrastructure by improving operational efficiency, integrating with grid management systems, and ensuring compliance with industry standards such as Open Charge Point Protocol (OCPP).
The successful proposer will deliver a robust, cloud-based platform with advanced features to streamline station operations, facilitate data-driven decision-making, and support future network expansion. The solution must offer seamless integration with existing and future EV charging hardware, provide secure payment solutions, and deliver a user-friendly experience through web and mobile applications. Additionally, the selected firm must offer ongoing technical support, cybersecurity protections, and system updates to ensure long-term reliability. Background
Pasadena Water and Power (PWP) is a community-owned, not-for-profit public utility operated by the City of Pasadena, committed to delivering safe, reliable, and sustainable utility services. As part of its efforts to support clean energy initiatives and transportation electrification, PWP is actively expanding and modernizing Pasadena’s electric vehicle (EV) charging infrastructure to meet the increasing demand for zero-emission transportation solutions.
PWP provides electricity to over 65,000 residential and commercial customers and delivers high-quality water to nearly 38,000 households and businesses across Pasadena and neighboring communities in the San Gabriel Valley. Recognizing the vital role of EV infrastructure in reducing greenhouse gas emissions and achieving the City’s climate action and sustainability goals, PWP is investing in a scalable and accessible EV charging network to support residents, businesses, and visitors.
This solicitation is part of PWP’s ongoing efforts to enhance, maintain, and expand Pasadena’s EV charging infrastructure by:
- Upgrading existing EV chargers to improve reliability and user experience.
- Deploying new Level 2 and DC fast chargers to expand charging access at key locations, including parks, public garages, commercial districts, and city-owned facilities.
- Implementing site improvements such as electrical upgrades, accessibility enhancements, and load management solutions to optimize efficiency and support future expansion.
By investing in a well-maintained and strategically deployed charging network, PWP aims to provide convenient, reliable, and future-ready EV charging solutions that support grid resilience, and renewable energy integration.
