4. SCOPE OF WORK AND TECHNICAL REQUIREMENTS
4.1. Background and Statistical Information
As part of its Future-Ready Master Plan, the City of Orlando has a goal to help bridge the digital divide. This includes helping underserved residents with connectivity and devices, so that they have access to technology and the internet. The City of Orlando completed a pilot project that allowed residents to check out hotspots and tablets for free, at five City neighborhood centers, and bring them home for several weeks for personal use. The City would like to expand this program as outlined in this request for proposals. This includes hotspots, tablets, laptops, cellular data costs for hotspots and tablets, and Mobile Device Management (MDM) for the checkout laptops and tablets. This also includes some laptops which will be donated to residents, which will not require MDM.
4.2. Scope of Services and Technical Requirements
Proposers may include one, several, or all of the categories listed below in their response. It is also encouraged for Proposers to partner with others, to provide a proposal which includes all the categories listed below.
A. Hotspots and associated Cellular Data-
Provide eighty-eight (88) mobile hotspot devices. The devices shall be 5G, and capable of creating Wi-Fi with speeds of at least 100 Mbps download / 35 Mbps upload, similar in capability to a Netgear Nighthawk M6. Each mobile hotspot shall allow for a minimum of ten (10) other devices to connect via Wi-Fi. Provide a one (1) year cellular data plan with unlimited data. The provider shall not collect or use any data about the device users without the consent of the City. The hotspots shall also have a content filter that meets the requirements of the Children’s Internet Protection Act (CIPA) and City of Orlando policies. The content filter shall be managed by the device provider. The device shall have a separate password from the Wi-Fi password, such that only the City can adjust device settings, but residents can bring the device home for their internet needs.
B. Tablets and associated Cellular Data-
Provide sixty-two (62) tablets with built-in 5G cellular connectivity. The tablets shall be capable of speeds of at least 100 Mbps download / 35 Mbps upload when operating over their own cellular connection. Provide a one (1) year cellular data plan with unlimited data. The operating system for the tablets shall be Apple iPad OS. The tablets should be similar in performance and specifications to 10th generation iPads with a minimum of 64GB of storage and A14 Bionic chips.. The WiFi capacity shall be Wireless 6 or higher, the devices shall be bluetooth capable. The City may consider lead-time in the tablet proposals.
C. Laptops-
Provide one hundred and sixty-two (162) laptops. One hundred (100) of these will be donated to residents (and will not require MDM) and sixty-two (62) are for the checkout program (and will require MDM). The laptop operating system shall be Windows 11. The laptops shall have a minimum RAM capacity of 16 GB, minimum storage capacity of 512 GB, a Solid-State Drive, wireless 6 or higher WiFi capacity, have a 15 inch or larger display, and be Bluetooth capable, similar in capability to a Lenovo IdeaPad 1 Business laptop 15.6" FHD Display. The CPU shall be similar to or better than an AMD Ryzen 5, 5500U.The City may consider lead time in the laptop proposals. Each laptop shall include an individual software license for word processing, spreadsheets, and presentations, similar to Microsoft Office 2021 Standard. For laptops to be donated to residents, the software license shall transfer to the resident.
D. Mobile Device Management (MDM) for Tablets and Laptops-
Provide software and support for MDM of the sixty-two (62) tablets and sixty-two (62) laptops identified above for one (1) year. The MDM company shall provide a managed service. When devices are checked out and then returned, the City will contact the MDM provider and the MDM provider shall remotely delete any personal data and reset the device such that it is ready for the next user to checkout. If a device is not returned, the City will contact the MDM provider and the MDM provider shall remotely disable the device. The MDM provider shall also provide support in remotely updating devices and adding applications as needed. The MDM shall have content filtering capable of meeting the requirements of the Children’s Internet Protection Act (CIPA) and City of Orlando policies.
