Summary
Probation is issuing this RFI to gather information from firms on their policy writing styles, formatting, and the ability to incorporate/update existing department policy with current case law proceedings. In addition, the firm must demonstrate that it can provide legal guidance (if needed), legal research, and analysis of future judicial decisions. Also, firms must be able to develop, implement, and maintain an online annual policy manual subscription or platform on behalf of the Department staff.
If possible, submit model samples, charts, illustrations, or links to review samples of other local entities' policy revisions.

Background
The County of Orange is comprised of 22 Departments and has approximately 18,000 employees, located throughout the County. The county's core businesses are public safety, public health, environmental protection, regional planning, public assistance, social services, and aviation.
Probation's mission is to protect the community by conducting investigations for the court, enforcing court orders, assisting victims, and facilitating the resocialization of offenders. The Probation Department (Probation) serves the community using efficient and research-supported corrections practices to reduce crime, assists the courts in managing offenders, promotes lawful and productive lifestyles, and assists victims.
Probation provides administrative, rehabilitative, institutional, supervisory, and court-related services for adults and juveniles. Probation services are delivered in accordance with Federal, State, Local and County laws, rules, and regulations. Departmental and Operational policies and procedures establish and set forth the legal foundations, performance requirements and expectations for Probation Department employees. Adherence to the policies and procedures ensures staff are in compliance with legal requirements and ensures the safe and effective delivery of services to the community.
