The City of Norfolk (“City”) has a population of approximately 238,000 citizens spread across more than 120 neighborhoods. The City is 95% developed, with a downtown urban grid, suburban subdivisions, and upscale water-oriented communities. Norfolk’s population is diverse and many of Norfolk’s older neighborhoods are flourishing. Others have been the target of extensive redevelopment and neighborhood conservation efforts. Where these efforts have focused on physical development (housing and infrastructure), the community building and engagement aspects have not been sufficiently addressed, especially in neighborhoods with the greatest isolation and socioeconomic needs.
