Summary
The purpose of this RFP is to obtain an open platform, server-based records management system (“RMS” or “System”) that allows for the seamless integration of existing computer aided dispatch (“CAD”) currently utilized by the City of Norfolk (“City”). The desired RMS should allow for scalability and flexibility as new technologies emerge and expansion of public safety records management is needed. The City is seeking a records management system that would enable real-time, rules-based alerts, provide visual reports and analytics accessible to all roles, with intuitive interfaces and efficient workflows that meet current and future needs to help streamline records, reduce administrative burdens, and enhance data quality.
Background
The City is home to 232,955 (circa 2022) citizens. The City’s Police Department (“NPD”) is comprised of 600 sworn and civilian personnel. Between the years 2019 to 2023, the department averaged over 200K calls for service annually.
The current RMS, Hexagon On-Call, was implemented in 2019. Users complain about the system complexity and difficulty with integrations, leading to delays and inaccuracies in record management.
