1. Introduction

1. Summary

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement (https://secure.procurenow.com/portal/nnva), to be received no later than Tuesday, December 6, 2022 at 5:00 pm (local prevailing time).

The purpose of this Unsealed Request for Proposals (URFP) is to solicit proposals to furnish/provide the City of Newport News with an experienced artist(s) to design and paint a large-scale outdoor mural in the City. The mural will be located on the side of the Full Gospel Kingdom Church at 3114 Washington Ave, Newport News VA 23607. The objective is that the mural will help transform a building in the new Yard District, and that it would reflect what makes Newport News unique and what differentiates the City from other localities in the region.

2. Background

Downtown Newport News is quickly evolving into a scenic and vibrant hot spot, teeming with new business, art, and events. As a result of the recent growth, the city has affectionately deemed the area as The Yard District.

A nod to being the home of the Newport News Shipyard, the largest industrial employer in Virginia and sole designer and builder of US Navy aircraft carriers, The Yard is a play on both the industrial setting and natural feel of the space. Whether people are visiting for dinner and drinks, a picnic in the park, or to sightsee, the city’s hope is that The Yard District will be an environment where everyone can find something to enjoy.

The goal of the public art projects is to embrace the unique setting (waterfront parks, shipyard, ships, industrial surroundings, Victory Arch, Superblock, James River Strand) and develop a space that allows for organic growth, while staying true to the natural and industrial vibe of the area.
