Please consider pushing back the bid due time from 10am to 2pm. 10am is an early deadline for a project of this size and complexity. There are a lot of subcontractor quotes to process on bid day. An early bid due time makes that very difficult. - Aug 2 2022 at 9:45 AMCity of Mount Vernon

- Anonymous Jul 28 2022 at 4:41 PMUser information is private
We are respectfully requesting the following modifications be made to supplemental bidder responsibility criteria in an effort to increase the amount of qualified local contractors to submit proposals for this project. The increased number of potential contractors will provide downward pressure on all the bids received, giving it a better chance of bringing the project in within the current budget. 1 – Require the contractor to have completed at least 2 projects over 30 million dollars in the past 5 years. Or 2 – Require the contractor to have completed at least 5 projects over 18,500,000 in the past 10 years. - Aug 1 2022 at 4:18 PMCity of Mount Vernon
This question will be addressed via Addenda.

32. Supplemental Bidder Responsibility Criteria Aug 3 2022 at 1:41 PM
- Aug 3 2022 at 1:41 PMCity of Mount Vernon
We are requesting a modification to the Supplemental Bidder Responsibility Criteria listed on pages 2 and 3 of section 00 11 53 of the Project Manual. We are very interested in this project and would love to be able to submit a bid for it, but the required past projects values are slightly higher than what we have completed in the past ten years. In the past ten years we have successfully completed five projects of similar scope and complexity with an average cost of $21,315,200 ranging from $17,975,000 to $26,342,000. The average size of these projects was around 70,000 square feet ranging from 45,000sf to 100,000sf. The project manager and superintendent we would propose for this project worked on all five of these projects so we would need the resume requirements modified in a similar manner for them to meet the criteria. Please let us know as soon as possible if the criteria will be modified so that we can meet the requirements. - Aug 3 2022 at 1:42 PMCity of Mount Vernon
The Responsibility Criteria will not be reduced/revised beyond what was revised via Addenda 1.
33. Soil Cells - Aggregate Subbase. Aug 3 2022 at 2:06 PM
- Anonymous Aug 3 2022 at 2:06 PMUser information is private
Section 32 94 00 Soil Cells - paragraph 3.9.A states - "Install Aggregate Subbase to the depths indicated on the Drawings". Drawing L5.31 shows the standard detail for the soil cells. There is no aggregate subbase shown. Is an aggregate subbase required for this soil cell Installation? If so please specify material and depth required. - Aug 8 2022 at 2:24 PMCity of Mount Vernon

34. Soil Cell Layout Aug 3 2022 at 2:11 PM
- Anonymous Aug 3 2022 at 2:11 PMUser information is private
Sheet L5.31 shows the standard detail for the soil cells. It shows us installing them one unit high. Spec section 32 94 00 paragraph 2.2.A.2.d says that the soil cells will be 16" high. Sheet L1.11 shows us installing soil cells in areas where the the soil is >16". In those areas do we need to stack the soil cells so they are they same height as the depth of soil required? Or do we place soil below the units and only use 16" height of soil cells? - Aug 8 2022 at 2:24 PMCity of Mount Vernon
Soil cells to be installed one unit deep, per street section drawings on L5.03. Install soil depths based on cross-section information – this drawing should supersede soil depths at soil cell areas shown on L1.11. Do not place additional planting soil beneath soil cells – compacted aggregate subbase required per 32 94 00 Soil Cells.
35. Traffic Control Aug 3 2022 at 2:16 PM
- Anonymous Aug 3 2022 at 2:16 PMUser information is private
It is anticipated that there will be a large amount of traffic control required for this project. To help reduce those costs would we be able to re-channelize kincaid and 2nd st to allow for an open lane, to be used for construction, adjacent to the the north and west sides of the project site? - Aug 5 2022 at 11:14 AMCity of Mount Vernon
The City is allowing 3rd street between Kincaid and Broadway to be closed for the duration of the project and available to the contractor for staging, stockpiling, etc. There will be a time when the alley will be closed as well. During construction activities requiring impacts to 2nd Street and Kincaid Street, temporary lane shifts closing the outside lane, with an approved traffic control plan will be allowed for the duration of that scheduled work element. After that work element has been completed, the lane will be re-opened to traffic until at a future date required by the work schedule. It is anticipated that, except for sidewalk or in-street work (i.e. utilities), minimal traffic control will be required of the project on 2nd or Kincaid.

46. Subgrade Modulus Aug 8 2022 at 10:11 AM
- Anonymous Aug 8 2022 at 10:11 AMUser information is private
Notes on Sheet S0.01 include requirements for satisfying subgrade modulus of 50 PCI for all footings and slabs. Presumably, this 50 PCI value is a composite value, with weighted contribution from the modulus of the aggregate piers themselves and the modulus of the soil between the piers. Please provide a baseline value for the subgrade modulus of the existing subgrade in its current pre-improvement condition. The 50 PCI value implies 1 inch of settlement for 7200 psf footing load. Please clarify whether it the 50 PCI is needed for static or seismic loading conditions. - Aug 9 2022 at 9:51 AMCity of Mount Vernon
With regard to existing subgrade modulus, GeoEngineers did not determine a pre-improvement value. However, a value can be assumed based on the conditions provided in their geotechnical report dated March 7, 2022. With regard to the 50 pci subgrade modulus value, this is a composite value for the static, post ground improvement condition. Per GeoEngineers’ May 2, 2022 addendum report, static settlement is to be limited to 1 inch. However, the post-liquefaction settlement tolerance is up to 2½ inches which allows an alternative modulus for seismic.
