Metro Fire is a special district of the County of Sacramento, operating under an elected Board of Directors. In 2000, Metro Fire was formed through a Local Agency Formation Commission (LAFCO) approved process, merging 16 smaller fire departments. As the seventh largest fire district in the State of California, Metro Fire serves a population of over 738,000 and has a land area of 359 square miles. It is located in Sacramento County, California and provides services to the Cities of Rancho Cordova and Citrus Heights, in addition to unincorporated areas of the County. The services provided by the District include, but are not limited to: fire protection, building safety regulation and inspection, hazardous materials response, technical rescue, arson investigation, and emergency medical response and transport.

Metro Fire owns 41 fire stations, its headquarters building, a logistics warehouse building, a training facility, a fleet maintenance building, a radio shop building, and two surplus office buildings. Resources include hundreds of vehicles and equipment consisting of fire engines, fire trucks, ambulances, a hazardous materials unit, a heavy rescue unit, firefighting rescue helicopters, two bulldozers, rescue boats, a decontamination unit, and multiple support staff vehicles.

Currently the District employs approximately 712 employees – 603 fire line personnel, 109 day/office staff. The District’s Finance Division utilizes Oracle Enterprise Resource Planning (ERP), a cloud-based financial system, for Human Resources, Payroll, Accounts Payable, Accounts Receivable, General Ledger, and other accounting functions to record transactions and produce reports. Additionally, the District utilizes TeleStaff for all personnel time reporting and scheduling.

The County of Sacramento acts as the District’s fiscal agent and collects property taxes for the District from which vendor warrants are issued. The District processes payroll in-house and issues payroll checks and direct deposits from its own bank account. Vendor invoices are also processed in-house, however, the actual vendor warrants are issued by the County of Sacramento’s Department of Finance. The District’s cash is primarily kept in the County Investment Pool with the vendor checks and processed in Compass, the County’s fund accounting system.

The District’s 2022-23 adopted operating budget totals about $300 million. Property taxes and charges for services (principally Emergency Medical Services (EMS) charges) are the major sources of revenue for the District, however, the District has been aggressive in seeking state and federal grant funding.

The District’s Finance Division annually prepares an Annual Comprehensive Financial Report (ACFR). The District uses the following governmental funds in its financial reporting:

· Capital Projects Fund (2 funds)

Additionally, the District’s current contract for professional financial auditing services is with the firm Richardson & Company. This contract is expiring, and therefore a new RFP is being issued.
