The City of Aurora seeks a partner to design, deliver, and support a new Uninterrupted Power Supply system and its constituent backup batteries. Stakeholders envision a 5-year contract to align with battery cycling best practices.

Core outcomes include right-sizing the energy throughput load against current need, increasing the efficiency of the UPS systems for budgetary and environmental reasons, and providing the capability to remotely manage and monitor the UPS installations.

Hardware
New backup batteries and attendant accessories are central to this initiative. The City does not have a pre-existing preference for a particular manufacturer as long as the proposed models meet the need. These will be “0 switch-over time” models that provide a steady power stream to essential systems, while removing power surges and spikes in keeping their batteries charged in case of a general power outage.

Beyond their energy throughput, the proposed models should be compact with a neat installation. They ought to have remote monitoring capabilities enabling upkeep and status checks without always requiring physical inspections of the units. Today, their status is often determined by “indirect” second-hand system issues – the new UPS systems ought to proactively alert users when experiencing an issue.

The proposed systems must include advanced battery technology, such as sealed lead-acid or lithium-ion batteries. Aurora absolutely wants to avoid negative byproducts like thermal runoff. Ideally, the units will include modular cartridge-based batteries that can be easily swapped and replaced on a predictable schedule.

Qualified partners will be invited to review facilities and systems details for their final proposals, but as a starting point, stakeholders are providing background metrics on the current UPS ecosystem and a potential model of a right-sized UPS ecosystem. Key deliverables include a system design tailored to the specific requirements of each location, equipment installation, and comprehensive commissioning tests to validate performance. Vendors should also propose a user-friendly monitoring and diagnostics system to ensure constant performance. Ideally, the selected partner will be the one monitoring these systems, receiving alerts, and notifying the City of any issues or unexpected maintenance.

The vendor will be responsible for providing detailed documentation, including operational manuals, maintenance schedules, and training resources for staff. Proposals should also include a plan for ongoing support, such as regular maintenance services, 24/7 technical support, and a clear warranty policy for all components. In addition, vendors must outline their approach to handling end-of-life battery recycling and replacement in an environmentally responsible manner.
