Proposal Submittals
Leon County objects to and shall not consider any additional terms or conditions submitted by a bidder, including any appearing in documents attached as part of a bidder’s response. In submitting its bid response, a bidder agrees that any additional terms or conditions, whether submitted intentionally or inadvertently, shall have no force or effect. Failure to comply with terms and conditions, including those specifying information that must be submitted with a bid response, shall be grounds for rejecting a bid response or placing a bidder in default.
The Leon County Division of Tourism will not provide advance payment of goods and services. Therefore, a vendor handling the Leon County Division of Tourism account must be financially able to pay media and production bills with a full understanding that it will not be reimbursed until such time as the service has been performed and/or the promotion/advertisement has appeared. Bills are paid promptly upon receipt of proof of performance (generally within thirty (30) days).
I certify that this firm does not utilize human trafficked labor in compliance with Section 787.06, Florida Statutes.
As the person authorized to confirm this statement on behalf of this firm, I certify that this firm complies fully with DRUG-FREE WORKPLACE Section 287.087, Florida Statutes. See section titled Drug-Free Workplace Requirements for details.
As required by Section 287.135(5) Florida Statutes, I certify that the firm is not participating in a boycott of Israel, is not on the Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List, and it does not have business operations in Cuba or Syria.
Bidders’ attention is directed to the insurance requirements set forth in the Agreement contained in the "Attachments" section of this solicitation.
I certify that this firm has coverage is in place at the required levels or, if awarded, coverage will be in place at the required levels.
- Please provide names and profiles of all persons or entities serving, or intending to serve, as principals in agency's firm, as well as key associates, department heads, creative staff, and those who would be assigned initially to the Leon County Division of Tourism account.
- Please list the total number of full-time personnel on your staff, identifying them by department and by professional/support status.
- Please provide the agency's organizational chart.
- Please provide a list of consultants, freelance, part-time or contract-service who would be assigned to the Leon County Division of Tourism/Visit Tallahassee's account along with length of and type of relationship with the agency.
- Please describe your agency's overall composition of client accounts, including industry type and media budget.
- Identify any current or potential clients in North Florida which may be perceived to be in competition with Leon County/Visit Tallahassee or which may pose a potential conflict of interest.
- Please address your experiences working with affiliate agencies to handle other areas of business on the same account. If a joint venture of multiple specialized agencies is proposed, organization structure/client overview information must be provided for all agencies.
- Describe your experience with government destination marketing organizations, Florida destination marketing organizations is preferred. If you haven't worked with a government account, explain what processes you would implement to ensure transparency and fiscal responsibility.
- Provide a list of any recent Florida or National leading tourism awards won (i.e., Visit Florida Flagler Awards, US Travel Association Destiny and Mercury Awards, HSMAI Adrian Awards, etc.) and/or official recognition or accolades for communication campaigns.
- Provide two case studies from destination or tourism/hospitality brands, preferably Florida DMOs, that show your agency's strengths, creativity, and success metrics for agency and client through paid, owned and shared media. Provide 1-2 references for each case.
- Provide at least four (4) references (two current clients and two former clients). Ideally, at least 3 of these references should be from a Florida DMO or tourism enterprise and related to the examples in this section including:
- Contact information
- Scope of services provided, including budget
- Length of relationship
- Reason for end of business relationship (former client only)
- Describe your agency's approach to driving visitation to Tallahassee and increase brand awareness through engaging and impactful digital advertising initiatives.
- Describe your agency's approach to developing and executing a comprehensive annual media plan that effectively reaches Visit Tallahassee's target audience across various digital platforms.
- Describe how your agency will conceptualize and implement experiential marketing activations in key markets to creatively showcase Tallahassee as a desirable tourist destination.
- Give at least one example demonstrating the agency's strategic media buying and the resulting measured impact. Florida DMO or tourism enterprise case studies are preferred.
- Describe how your agency will coordinate with Visit Tallahassee marketing staff to develop a strategic and actionable annual marketing campaign that drives visitation and increases brand awareness in the key markets and with target audiences.
- Give one example of a campaign, relationship, plan or project of which you are most proud and why. This example should exemplify how you like to conduct business and include a glimpse into before, during and after launch. Florida destination marketing organizations are preferred.
- Provide one case study of a campaign or project where your agency successfully used third-party data (preferably Zartico) to identify a need/problem resulting in a successful campaign.
- Provide documentation showing any Research Training Certifications relevant to the travel industry.
Submit the items (preferably as one pdf file) on the following list. The checklist is provided as a courtesy and may not be inclusive of all items required within this RFP.
