Overview
Summary
The County of Greenville is seeking proposals to replace its current permitting software system. The county intends to utilize current technologies to better meet the needs of the public and its users and provide a complete multi-user, module-based permitting software solution for the Code Compliance Department.
It is important that the successful respondent understands best practices for permit and project tracking in counties, has a strong commitment to training and support, has an active installed base and user group in South Carolina, and has demonstrated experience with South Carolina municipality’s ordinances. The County is only interested in implementing the respondent’s generally available software and does not want to implement alpha or beta software versions.
The main departments/divisions involved in these processes include, Building Permits, Code Enforcement, Planning and Zoning, Contractor Accounts, and Public Users.
Background
The proposed software must integrate with existing county software, including Paymentus (payment processing), an ESRI-based geographic information system (GIS), and existing document imaging software (Blue Beam). The purpose of this system is to enhance customer service, ensure data accountability, reduce permit processing time, decrease unnecessary staff workload, and provide consolidated reporting and permit tracking.
The selected software solution must be able to link to or connect with the County’s GIS (ESRI) database system and Paymentus. The County currently uses Paymentus for payment processing. The proposed software must provide the capability for consolidated reporting and tracking of permit status to facilitate overall departmental cooperation and efficiencies.
