4. MINIMUM REQUIREMENTS
As part of the Respondent’s response, the Respondent shall provide a written response to each of the questions listed in Section 9: Vendor’s Questionnaire, in as much detail as possible to address the question in its entirety.
4.1. Compliance with Minimum Requirements
Respondent must meet all the Minimum Requirements listed in Section 9: Vendor Questionnaire, in order to be considered for award. Respondents must address each Minimum Requirement, and provide affirmative statements and/or documentation to demonstrate meeting all the Minimum Requirements, as directed in the Vendor Questionnaire.
4.2. Registration with the State of Florida
Respondent shall be registered/qualified to do business in the State of Florida. Provide a copy of such registration/qualification to the Aviation Authority with the Response submission.
4.3. Acknowledge of Addenda
If deemed necessary, the Aviation Authority may supplement this solicitation document by issuing Addenda. If the Procurement Services Department determines that it is necessary to change these dates or times prior to the response due date, the change will be announced via an addendum and posted on the e-Procurement Platform. Acknowledgement of receipt of all Addenda is required in order to be considered responsive.
4.4. Legal Criteria
Respondents shall complete documentation under in Section 9: Vendor Questionnaire.
Legal Criteria includes:
- Convictions, Indictments, Investigations and Claims Information
- Certification Regarding Prohibition Against Contracting with Scrutinized Companies
- Verification of Employment Status / E-Verify
- Drug-Free Workplace Certification
- License / Certification Requirements
- Public Entity Crimes Certification
- Discriminatory Vendor List Certification
- Anti-Human Trafficking Affidavit
4.5. Minimum Experience
Each Respondent and its proposed Project Manager for Construction must have prior experience as the prime contractor on 2 similar renovation projects at a medium or large hub airport, or other facility that is open to the public 24/7, within the last ten years, each with a minimum construction value of not less than $10,000,000. Respondent shall provide references for such experience with the Response. For the purpose of this RFSQ, one $20 Million project may satisfy the requirement for two $10 million projects, and build-out projects that include the construction of interior shell spaces, walls, ceilings, floors, interior fixtures and finishes may qualify as a renovation projects.
4.6. Compliance with the Minority and Woman Business Enterprise (MWBE) / Local Developing Business (LDB) and Veteran Business Enterprise (VBE) Participation Goal Requirements
- This Solicitation includes a Minority and Women Business Enterprise (MWBE) and a Local Developing Business (LDB) / Veteran Business Enterprise (VBE) participation requirement. The Participation Goal for this Contract will be 20% for MWBEs, 4% for LDBs and 0% for VBEs.
- All Respondents, including a Respondent which is an MWBE, shall comply with the MWBE requirements by having MWBEs other than the Respondent, participate in the performance of the Contract services at a sufficient level to meet the participation goal.
- The Response will be considered non-responsive to the Solicitation and rejected if the Respondent fails to demonstrate, to the reasonable satisfaction of the Aviation Authority, as required by the MWBE policy, that the Respondent its commitment to meet or exceed the established MWBE and LDB goal.
- Respondents can't self-declare MWBE/LBD/VBE status.
- If the Respondent is a certified MWBE/LDB/VBE company, the participation goals through sub-contractors are still required.

4.7. References
- Respondent and the proposed Project Manager for Construction must provide at least two references from Clients for similar projects completed, within five years from the date of the Response.
- References shall be able to validate the project experience of the Respondent’s and/or proposed Project Manager's.
- The Respondent authorizes the Aviation Authority, its staff or consultants to contact any of the references provided in the response and specifically authorizes such references to release either orally or in writing, any appropriate data with respect to the Respondent and its Team members. The Aviation Authority reserves the right to solicit from available sources relevant information concerning a Respondent's past performance and may consider such information in its evaluation and selection of Respondents..
- Respondent bears full responsibility for naming references which will respond to the Aviation Authority’s reference checks. If the Respondent’s references do not respond to the Aviation Authority’s reference checks, the Respondent’s evaluation may be adversely affected by non-responsive references.
4.8. Proof of Insurability
Respondent must provide proof of insurability issued by a company that complies with Section 6: Insurance and Surety Bond Requirements. Only Respondents that have provided adequate ability to obtain insurance will be shortlisted. Respondents may be shortlisted on a conditional basis, subject to their submission of additional information on insurance
4.9. Proof of Bondability
Respondent must provide proof of bondability that complies with Section 6: Insurance and Surety Bond Requirements.
