Summary
The City of Cleveland (“City”), owner and operator of Cleveland Hopkins International Airport (“CLE” or "Airport"), Burke Lakefront Airport (“BKL”) (collectively “Airports”) and the North Coast Harbor (“Harbor”), through its Director of the Department of Port Control (“Director”), invites written Statements of Qualifications (“Statement” or "Statements") from firms that have requisite, demonstrable competence and experience in providing Program Management/Construction Management Services (the “Project”) for the management and implementation of the CLE Terminal Modernization and Development Program ("TMDP") as required by the various divisions of the Department of Port Control (“Department”) and described more fully in this Request for Qualifications (“RFQ”). The selected Firm will provide staff augmentation to the Department and will report to the Executive Program Manager ("EPM").
Qualified firms either singly or in joint venture or other legal arrangements (collectively, the "Firm", “Contractor” or “Consultant”) must have the requisite, demonstrated competence and experience in, and a thorough knowledge of, the services required for the Project.
A pre-qualification meeting will be held on Monday, June 30, 2025, at 10:00 a.m. local time at the CASU Conference Room, 5301 W. Hanger Road, Cleveland, OH 44135. This meeting will also be available via WEBEX:

Although attendance is not mandatory, firms are encouraged to attend. Those firms planning to join the pre-qualification meeting are asked to register utilizing the RSVP function in the OpenGov Platform. Interested parties may submit questions, pertaining to this RFQ and the services desired, in the Q&A section of the OpenGov Platform.
Background
This RFQ is an invitation to experienced Program Management / Construction Management (“PM/CM”) Professional Services firms to submit Statements of Qualifications ("Statements") to the Department outlining, in detail, their ability to provide services and management for the implementation of the CLE TMDP as overseen by the EPM.
CLE is the primary commercial service airport for northeastern Ohio. The Airport is located approximately ten miles southwest of the City’s downtown, and encompasses approximately 2,045 acres of land, with three air carrier runways, a large terminal complex, three active concourses, on-site parking, off-site consolidated rental car facility, and various cargo maintenance facilities. According to statistics compiled by the FAA, CLE was the 46th busiest airport in terms of total enplaned passengers for U.S. airports in 2023 and 2024. The Airport had approximately 5.1 million enplaned passengers in 2024, representing a 3% increase in enplanements from the prior year. CLE serves a significant origin-destination market, with original-destination passengers typically accounting for more than 99% of annual enplaned passengers at the airport.
CLE’s existing passenger terminal complex consists of more than 1 million square feet in a main terminal building with four attached concourses. Currently three of the concourses are active (Concourses A, B and C) which support 46 aircraft gates. Concourse D, which served the regional jet operations of United Airlines, is currently decommissioned. In addition, 13 gates remain common use gates under the control of the Department.
In 2021, CLE completed a Master Plan to provide guidance for future airport terminal and landside development in order to meet the forecasted demand, and to replace aging airport infrastructure and facilities. The Master Plan has been revisited and adjusted in 2024 based on more current Design Day Flight Schedule ("DDFS") information.
The Paslay Group was hired in 2023 as the Executive Program Management Team ("EPMT") along with the following team members: Corgan Associates, Inc., Robert P. Madison International Inc., McGuiness Unlimited, Inc., Regency Construction Services, Connico LLC and DVA Architecture. These firms are prohibited from submitting a proposal in response to the PM/CM RFQ due to the Ohio Ethics Rules.
The current proposed projects overseen by the EPM include those focused on landside development. Projects shall include a new eight-story 6,000 space parking garage, 1,500 space surface parking area, underground train tunnel and station platform development, new ground transportation center ("GTC"), and multi-tenant structure developments. Future phases may include a new terminal head house, new arrivals/departures roadways, new roadway system throughout airport property, new infrastructure, new pedestrian bridges and connectors between buildings, airline fueling system upgrades, demolition of existing structures, and some air side paving.
Due to current customer demands for on-site airport parking, the initial focus will center around two separate parking projects. The first project is a surface lot, with independent utility to the other aspects of the TMDP, and the second project is a parking garage. The new garage will include the development of a new underground exit and entrance platform for the Greater Cleveland Regional Transit Authority’s ("RTA") rail system. There will also be a connecting underground pedestrian walkway. In addition, this project will also include a new adjacent ground transportation center.

- New Parking Garage
- New Ground Transportation Center
- New Multi-Tenant Structure Developments
The Department intends to utilize the design/build delivery method approach throughout the program packages. Various other delivery methods may be utilized as needed such as Progressive Design/Build, Construction Manager at Risk, Not to Exceed, Lump Sum, etc. Selected PM/CM staff will provide the skills necessary to support the execution of this effort in conjunction with EPM and Department staff to provide oversight and leadership during procurement, design and implementation for these types of contracts.
