3. Documents state bonding cost is to be included in factor. a. Will a bond be required per job order issuance or per contract year? b. A dollar value will be required if the bond is to cover the overall contract period/year?

4. How are permit cost to be reimbursed to the contractor? These cannot be part of the factor since they are job specific and unknown at time of this offer/solicitation.

5. COT require both MBE and SLBE participation, please clarify how must a contractor providing a proposal for this solicitation is to provide unknowns due to no specific scopes or dollars at time of the offer submission. Do to the unknown, what type of vendors are required?

Please clarify if and when needed for work related to the need of pollution and/or asbestos legal liability insurance? This type of policy is typical carried by a license specialty contractor under the State of Florida to perform such work. a. How will the contractor be reimbursed for such policy coverage? b. Will this be job site specifics which must be performed by a licensed specialty contractor?

Items listed under “The Adjustment Factors Include Construction Related Cots” are significant to be included in factor. These items (permits, engineering, architectural services, trailers, storage, relocation of homeowner’s furniture, etc.) are clearly included in CTC price catalog and can affect the factor significantly which may not be favorable to either party. These should be paid through the CTC as needed.

In reference to addendum 03, question 01. Response states "Do not use N/A or leave blank in any amount/percentage field on these forms". Using the suggested form and response, the COT is forcing the contractor to provide unknown values letter of intents for various trade type/scopes unknown. This is a letter of intent making a commitment to a vendor that may never be used or reach limits of the value in the intent. Please clarify.

Per Addendum#4, response to question#27 – please understand, no contractor will be able to provide a builder’s risk policy/certificate without an actual building structure. Therefore, a work order/purchase order must be awarded, then a policy and its cost can be obtained. Upon the award process of this solicitation, a contractor will not be able to provide covers to suffice the contractor requirements as written, only after a project/work order is issued. How can a contractor anticipate this cost and include into a factor?
