Items listed under “The Adjustment Factors Include Construction Related Cots” are significant to be included in factor. These items (permits, engineering, architectural services, trailers, storage, relocation of homeowner’s furniture, etc.) are clearly included in CTC price catalog and can affect the factor significantly which may not be favorable to either party. In reference to addendum 03, question 01. Response states "Do not use N/A or leave blank in any amount/percentage field on these forms". Using the suggested form and response, the COT is forcing the contractor to provide unknown values letter of intents for various trade type/scopes unknown. Per Addendum#4, response to question#27 – please understand, no contractor will be able to provide a builder’s risk policy/certificate without an actual building structure. Therefore, a work order/purchase order must be awarded, then a policy and its cost can be obtained. Upon the award process of this solicitation, a contractor will not be able to provide covers to suffice the contractor requirements as written, only after a project/work order is issued.
