The City of Isleton is soliciting for qualifications from qualified consulting firms to develop a Draft Zoning Code Update for the City of Isleton. This statement of qualifications is to provide a background of the consultant’s experience with preparing Zoning Code updates for a similar sized communities and to provide information on your firm’s history and ability to provide a Zoning Code Update
The City of Isleton is a small city (approximately 250 acres) with an estimated 2022 population of 780, 222 single-family homes, 109 multifamily units, and 56 mobile homes (California Department of Finance [DOF] 2022) (see Figure 1). The City is currently conducting a comprehensive update to the General Plan and wishes to include an update of the Zoning Code to be included as a total package.
The Draft Zoning Code Update is being primarily funded with a LEAP (Local Early Action Planning) Grant awarded from the State of California Department of Housing and Community Development to address improved housing in the City. In this case, updating the Zoning Code for the City of Isleton is expected to address and include recent changes and amendments regarding housing conformance with state law, such as accessory dwelling units, allowed by right housing, and low-barrier navigation centers to name a few. This Grant is for $65,000 which needs to be allocated for consultant work, staff management, and grant administration (subject to some flexibility). Although the Zoning Amendment project focusses on compliance with bringing the Code up to current housing statues, some other adjustments may need to be made that will require close collaboration with staff and the Planning Commission; to the extent budget allows. The project may be divided into two phases, with Phase I consisting of creating an update to the existing Zoning Code that complies with state housing law. Phase II will involve a future project that will require additional funding to complete. However, from preliminary review during Phase I, a number of recommendations for future amendments will be developed for a more complete update of the Zoning Code (when funding becomes available).
