1. Introduction
1.1. Summary
The City is seeking a qualified Design Professional to develop a Wastewater Master Plan. The selected design professional will facilitate discussions with city staff, engage the public on Wastewater issues/concerns, and propose and prioritize improvements to the existing system.
1.2. Background
The City of Isleton is soliciting for qualifications from qualified consulting firms to develop a Wastewater Master Plan for the City of Isleton. This statement of qualifications is to provide a background of the firm’s experience with preparing utility plans for a similar sized community and to provide information on your firm’s history and ability to provide a Wastewater Master Plan.
The City of Isleton is a small city with an estimated 2022 population of 780, 222 single-family homes, 109 multifamily units, and 56 mobile homes (California Department of Finance [DOF] 2022) (see Figure 1). The City’s wastewater system currently serves approximately 400 connections with the ability to provide additional capacity of about 1,000 more connections or 200,000 more gallons of sewerage. It is noted that the Regional Water Control Board issued a cease and desist order for water quality issues for the City’s wastewater system. However, the City is working with the Board to resolve this quality issue.
The City’s WWTF consists of a 7-acre aeration stabilization lagoon system with effluent disposal to 24.2 acres of evaporation/percolation ponds. The primary aeration pond is equipped with four aerators. Wastewater is transferred from the aeration pond via gravity to the two stabilization ponds, which are operated in series. Effluent from the stabilization ponds is then discharged via gravity to six evaporation/percolation ponds (see Figure 1).
The City is currently planning to make improvements to its wastewater collection system. Details of this, which provide more details on the Wastewater Treatment Plant can be found at:
