2. Request for Substitution Mar 9 2023 at 3:53 PM Request
- Anonymous Mar 9 2023 at 3:53 PMUser information is private
Ken, Thank you for you consideration We represent Alcotex which is a high-quality MCM manufacturer, and it meets the specification for the BCRTA - Chestnut Street Multimodal Station project and as such. I attached a product testing sheet which compares our sheet to Alucobond and Alpolic. If this comparison chart shows that our product meets your standards, would you be opposed to adding it to your master specification for MCM/ACM future projects? I’ve also attached a substitution request form. If it does not meet the requirements, could you share which items are the shortcoming? Thanks - Mar 14 2023 at 2:54 PMButler County Regional Transit Authority
The requested substitution for Alcotex MCM system is rejected, it was not shown to meet the Buy America Requirements outlined in section 7. BID Submission (Vendor Forms & Certifications).
3. Duct Cleaning Requirements Mar 14 2023 at 2:58 PM
- Anonymous Mar 14 2023 at 2:58 PMUser information is private
Spec section 23 31 13 3.9 calls for duct cleaning to be performed on this project. Will this be required since the duct will be new, have the ends covered from the time it leaves the factory through installation, protected while on the job site but not installed and have temporary media covering all of the return air openings from start-up to turnover? - Mar 27 2023 at 2:01 PMButler County Regional Transit Authority
Duct cleaning is included for new duct systems to ensure that there is no particulate matter or contaminants on newly installed ductwork.
4. Duct Insulation Mar 14 2023 at 3:00 PM
- Anonymous Mar 14 2023 at 3:00 PMUser information is private
The insulation schedule located on drawing M9.2 does not clarify whether the insulation is to be external wrap or liner inside of the duct. o Please clarify which ducts are to follow spec section 23 07 13. o Please clarify which ducts are to follow spec section 23 31 13 3.11 G. o Spec section 23 07 13 3.12 E. calls for exhaust air duct between the isolation damper and building penetration to be externally wrapped and 23 07 13 3.12 H. and P. call for all exhaust air plenums to be externally insulated with 2” thick board insulation. Spec section 23 31 13 3.11 G. 3. Calls for all exhaust duct to be lined with 1” thick type 1 liner. The duct insulation schedule on drawing M9.2 says insulation not required on exhaust/relief duct. Please clarify which is correct. o Spec section 23 07 13 3.12 F. and N. only mention’s external insulation on return air plenums. Spec section 23 31 13 3.11 G. 2. Calls for all return duct to be lined with 2” thick type 1 liner and all plenums to be lined with 2” thick type 2 liner. The duct insulation schedule on drawing M9.2 has several areas where insulation of any type is not required. Please clarify which is correct. - Mar 27 2023 at 2:01 PMButler County Regional Transit Authority
The ductwork specification will be revised and clarified. The revisions will be incorporated into revised specifications and drawings to be issued as part of this addendum.

There is a single wall rectangular spec (23 31 13 2.2) and a single wall round spec (23 31 13 2.3) but no dual wall spec for rectangular or round. Does this mean that any duct systems called out to have liner is only referring to the rectangular and the round will be single wall with external insulation of the required thickness applied? - Mar 27 2023 at 2:01 PMButler County Regional Transit Authority
The round ductwork shall meet the requirements of the duct insulation schedule, see sheet M9.02.

Spec section 23 31 13 2.4 A. through F. lists 5 different types of metal that could be used on this project. Spec section 23 31 13 2.4 G. calls for antimicrobial to be factory or shop applied but it does not mention anywhere in spec section 23 31 13 that tells which ducts this coating is to be used on. Please note that this coating is very expensive, so we need to know: o If this coating is going to be required? o What specific materials will need to have this coating applied if it is required? - Mar 27 2023 at 2:01 PMButler County Regional Transit Authority
Antimicrobial coating is required on the interior duct surfaces per specification 23 31 13. Ductwork that requires lining may be provided with antimicrobial treated liner instead of interior surface treatment.

Spec section 23 31 13 2.3 A. 3. lists 7 manufacturers for the single wall round ducts and fittings. All spiral manufacturers make round duct and fittings with the same machines and to SMACNA standards. We use several local manufacturers that will make round duct and fittings to either SMACNA or this projects specifications whichever is more stringent. Can this item in the specs be removed? - Mar 27 2023 at 2:01 PMButler County Regional Transit Authority
Local sheet metal fabricators that meet the requirements of the duct construction specifications and submit shop standards that meet the requirements of SMACNA will be acceptable. The specification will be revised to include approved equal fabricators.

29. Bus Wash Design Concern Apr 3 2023 at 2:40 PM
- Anonymous Apr 3 2023 at 2:40 PMUser information is private
1. From the Narrative prepared for the Multi-modal Connection plan (pg. 28 of 35), the bus wash facility “will be used to maintain BCRTA buses, as well as vehicles owned by the other project partners. “ Additionally the Narrative states, “Altogether, the proposed wash facilities will contribute to the long-term operation of over 300 vehicles, including 50 BCRTA buses, 35 TSD buses owned by contractor Petermann Bus, 120 City of Oxford vehicles, and 143 Miami University vehicles.” Does BCRTA have a list, including length and type of vehicle, that will be processed through the bus wash facility? - Apr 4 2023 at 10:15 AMButler County Regional Transit Authority
Bidders should rely only on the bid documents and specifications to fulfill the scope of this project. The documents referenced in this question are not part of the bid documents, are out of date, and do not reflect the most current business requirements of the system. The system will not be required to clean school buses or the full City fleet, but will be required to wash BCRTA's 35 ft coaches, light transit body-on-chassis "cutaways," and minivans as well as Miami University fleet vehicles and service trucks. A fleet list is included as reference only and should not be construed to dictate a specification.
30. Bus Wash Design Concern 2 Apr 3 2023 at 2:50 PM
- Anonymous Apr 3 2023 at 2:50 PMUser information is private
2. From the animation of the new facility on the BCRTA website, and from pictures of Miami University and Petermann Bus school buses, it appears that buses up to 40 ft in length will be processed through the bus wash equipment. Although we can bid on the system as designed, we have reservations about the ability of the specified bus wash system to wash not only longer vehicles such as school and transit buses, but also the City of Oxford vehicles. Longer Vehicles/Buses: Based on the sequence of operation identified in the specifications (11 11 26 Sect 2.2), the bus will first need to stop to have the front washed, then pull forward and stop again to wash the rear of the bus. Transit and school buses can be 40 ft in length. If such buses are run through the wash system as designed, the bus will stop in the middle of the wash sequence and will be stopped while inside the high pressure and rinse arches. This is not recommended. Either those functions will need to shut off while the rear of the bus is washed, or the arches will remain on resulting in unnecessary water and energy usage. City Municipal vehicles: Municipal vehicles vary widely in shape and size, from passenger vehicles to dump trucks or work trucks. Brushes, or friction cleaning, are good for cleaning smooth and flat side vehicles such as buses. Using brushes to clean municipal vehicles such may not be optimal. Municipalities with diverse fleets are often best serviced using a combination of friction and touchless cleaning. When washing with high pressure, the application of detergent is especially important for effective cleaning. Although the specified system has a high-pressure arch, there is no provision such as a separate arch for detergent application other than through the brushes, which in a high-pressure, touchless mode are not active. While not engaged in the design of the system, and although we can bid in accordance to the specified wash sequence, we feel many of the project’s listed stakeholders may be disappointed with the capability of the wash system. The wash as specified lacks the functional flexibility to effectively wash a wide array of different vehicles. As such, we recommend the wash system be deleted from the bid as, in our view, it is not capable of delivering fully on its intended purpose. - Apr 11 2023 at 7:22 PMButler County Regional Transit Authority
The vehicle wash system is designed to accommodate the fleet used by the facility and any additional vehicles that the BCRTA expects to use the wash system. The prospective vehicle wash system for the facility shall meet the requirements of all vehicle wash system drawings, specification section 11 11 26 vehicle washing equipment, and accommodate the wash building footprint/architecture. The camera reading system information can be found in specification 28 20 00 (section 2.4). The vehicle wash system specification (11 11 26 2.2.F) was updated in [this] Addendum to reference the appropriate specification section. The vendors for cameras/security and the wash equipment are separate though they will be integrated together to provide access to the wash building/system. The location of the license plate reading system camera was adjusted from the fueling canopy to a pole in the vicinity of the wash in ES1.1 Addendum #5, per the manufacturer’s recommendations for this type of application.

33. LED VARIABLE MESSAGE SIGNS (VMS) approved Type- Request for Clarity on Size Apr 3 2023 at 4:24 PM
- Anonymous Apr 3 2023 at 4:24 PMUser information is private
This is a follow up question in reference to #17 Question and Answer- LED VARIABLE MESSAGE SIGNS (VMS) approved Type- Request for Clarity. New SECTION 27 51 16 AUDIO/VISUAL PUBLIC ADDRESS (AVPA) SYSTEMS, 2.16 LED VARIABLE MESSAGE SIGNS calls out SunriseSESA Transit CDP Series, 40 x 120 Amber LED Matrix, double sided signs for the VMS. It is known that the size of this SunriseSESA display is 14" H x 32.4" L. Architectural drawing A12.10 shows the VMS as SIGN TYPE E5-2; size of 14” H x 44” L. There is roughly a 12” L difference between the two. Please clarify the size of the display that should be required for this project. The AVPA Section 27 51 16; 2.16 LED VARIABLE MESSAGE SIGNS, or the Architectural drawing A12.10; SIGN TYPE E5-2? - Apr 11 2023 at 12:19 PMButler County Regional Transit Authority
The display required for the project is as shown on the drawings. BCRTA provided the design team with the signage information including size in the form of shop drawings from a previous project. The 12” difference includes the static lane number sign.

Rejected. Substitution request did not contain enough information (accompanying system components were not included in substitution request) to make a substitution decision prior to “end of question” period. In addition, specification has multiple manufacturers to select from that meet the performance requirements.
36. Terrazzo Apr 4 2023 at 3:40 PM
- Anonymous Apr 4 2023 at 3:40 PMUser information is private
There seems to be conflicting information on the drawings as to the location of terrazzo base. For example, A10.2 calls for TRZ-1 base throughout the Public Concourse. However, sections 8&9 on A7.9 refer you to Tile Base Detail 14/A7.9. Other sections in the Public Concourse area show a 4" tall cove terrazzo base such as sections 1&3 on A7.9. A third section call for a 6" tall straight precast terrazzo base as shown in 1/A5.15. Please clarify the type of base to be used at the terrazzo flooring. - Apr 6 2023 at 2:10 PMButler County Regional Transit Authority
Notes on these drawings have been updated to clarify that the base is the same all the way around and is integral with the floor. The terrazzo wall base shall be 3 ¾” tall. These drawing changes are included in Addendum 5.
