A capital purchase is any item that costs $5,000 per unit or more and/or has a useful life of more than one year. It must also be an individual, stand-alone, movable or tangible item. Examples include: • Furniture • Equipment • Vehicle A capital improvement is a permanent structural alteration or repair to a property that improves it substantially, thereby increasing its overall value. That may come with updating the property to suit new needs or extending its life. However, basic maintenance and repair are not considered capital improvements.
5. Questions from SPACE Pre-Application Meeting 5/31/2023 Jun 5 2023 at 9:17 AM
- Jun 5 2023 at 9:17 AMAlachua County, Florida
Q: If my organization has multiple centers across the state or country and the EIN matches an address outside of the county, is my organization still eligible for the SPACE grant? A: Yes, if your organization has a center with a physical address in Alachua County you are eligible to apply Q: Can you download the application? A: Procurement will provide a pdf in the Addenda & Notices Tab. Q: Can you see what you are scored on? A: Yes, the application shows the criteria for scoring and the point breakdown, Section 6 Evaluation Phases Q: Where can we upload a schematic? A: A question was added in the Application Section where you should be able to upload any supplemental documentation Q: Can I apply for a different organization on their behalf? A: No. The organization that is signing the contract must apply, but you can assist them in the process of applying Q: Can you save the application and come back to it later? A: Yes, there is a save changes button where you can save your application. This will allow you to exit and pick it back up later. Q: Who is the Responsible Agent? A: This is whomever County staff will be in contact with the most for your program Q: Does the application require a signature? A: No, signatures will not be required in the application process Q: If an organization has current CAPP/CHOICES funding, does the SPACE application need to align with the current programs? A: No, the SPACE application can be separate from your organization’s current programs receiving CAPP/CHOICES funding Q: Does the improvement or enhancement funded by SPACE need to be guaranteed to only be used by grant eligible recipients i.e., individuals under 150% of the Federal Poverty Level? A: The evaluators will consider the circumstances. For instance, if a permanent physical structure or enhancement is created, such as a playground, it would be impossible to guarantee only low-income individuals will utilize it. But if it is built in a low-income area that would be ok. With things such as vehicles or enhancements that aren’t tied to a location, the percentage of qualifying individuals served would be taken into account. Q: Can SPACE funding pay for new admin expenses? A: SPACE funding may not be used for new programs or the administration costs of current programs. It was the BoCC intent that SPACE funding be used for one-time improvements that will not need additional funding after the grants end date. However, a one-time enhancement or improvement that involves administration expenses is acceptable such as training staff, certification processes etc. - Jun 5 2023 at 9:18 AMAlachua County, Florida
